The Lee’s Summit Police Department will join state and local law enforcement agencies in a DWI enforcement campaign over the holiday weekend, from July 3 to July 5.

Saturation traffic patrols will assist in an endeavor to reduce deaths and serious injuries caused by impaired drivers.

Driving while intoxicated is one of the most common violent crimes, randomly killing or injuring someone in Missouri every 1.7 hours.

With an increased presence of patrol officers, the department hopes to prevent these tragedies which are avoided when drivers make a simple, smart choice to not drink and drive.

Independence City Manager Robert Heacock was charged early Tuesday morning in Lee’s Summit with operating a motor vehicle while intoxicated.

Lee’s Summit Police Sgt. Mike Childs said Heacock was stopped close to 1:45 a.m. in the 200 block of Southeast Douglas Road in the city’s downtown area.

Heacock failed a breathalyzer test, Childs said, but would not comment on why Heacock was stopped. Childs added Heacock posted a $300 bond after being arrested.

In a statement released to The Examiner Tuesday evening, Heacock aknowledged the incident and said his blood alcohol level registered an .09. In Missouri, a driver is considered legally drunk with a blood alcohol level of .08 or higher.

Heacock said he has been adivised by attorneys not to comment about the case.

“I do acknowledge that regardless of the outcome, this incident reflects poorly on the community and organization to which I have dedicated the last 10 years of service. For that, I offer my deepest and most sincere apologies.”

Attempts Tuesday evening to reach Independence Mayor Don Reimal for comment were unsuccessful.

Heacock’s attorney, Bob Welch, said until his office receives the police reports from Lee’s Summit, he would not comment.

“He denied he was under the influence,” Welch said, “and so we are going to wait until we get the reports. Until I’ve got that I’m not in a position to say what we can and can’t do.”

Alcohol was involved in a severe automobile crash early Sunday morning that left one woman with life-threatening injuries.

The accident occurred shortly after 3 a.m. on Sunday and was caused by Leslie A. Zumalt, a 31-year-old Raytown woman who was driving while intoxicated westbound on U.S. 50 in the eastbound lanes, according to police. Zumalt’s 2005 Chevrolet Cobalt first hit head-on a 2002 Jeep Grand Cherokee driven by 21-year-old William L. Reifeiss, of Lee’s Summit, at eastbound U.S. 50 and Third Street. The collision was not directly head-to-head, which caused the Cobalt to spin and hit a 2000 Chevy Impala driven by Tyler J. Hand, a 28-year-old Raytown man, whose passenger was 18-year-old Lisa M. Michaels of Kansas City.

Reifeiss and Hand also were allegedly intoxicated at the time of the crash and were arrested for operating a motor vehicle while intoxicated, according to police. More >>
